That line about Lehran is so familiar, but all my google searching has only led to your meta posts saying so. It's not in the Japanese RD glossary, nor in the main body of the RD script (didn't check all base convos etc), nor in the references in PoR in chapters 19, 22, or the last two.
Tibarn definitely says that the hawks and ravens were once one, though this is likely referring to their much recent postwar unity under a Hawk ruler.
(Quite true that Tibarn's the leader after the war, though.)
