Heh, my experience with SRPGs is pretty much limited to Fire Emblem, so this is all new to me ^^;;; Out of curiosity, how many Dept Heaven games have you played? and which ones did you like best?
Another thing I found sort of clever in Gungnir that I forgot to mention—you can't just "wall" indefinitely. In particular, there was one map where I just blocked a hallway and tried to just let my tanks absorb all the hits, whittling away at the enemy's health—but to do substantial damage, you generally need to do beats, and to do beats, you need tactics points, and to get tactics points... you actually have to move your units. It forced me to come up with a more clever solution (more long-range magic, utilizing archers, cleverer formations, etc), whereas in another game, just using the basic wall strategy probably would've worked fine.
I know you can view area of effect during a battle, when you're actually about to use a move or whatever—but I was referring to, if I have a sorceress holding a staff with a greyed-out/not-yet-learned IV, there's no good way to find out what the range of that IV spell is going to be... without gamefaqs, of course :P
And re: FE13: hm, hadn't known that. Guess I'll wait and see how it plays, though it does sound less exciting.
