Having visited Carter's presidential library right after the '16 election some of that resonates with me, but at the same time Carter had actually served as a governor of a state (Georgia) before running for President. He was a "Washington outsider" sent in to drain the post-Watergate swamp but at least had the basic career trajectory of honorable military service followed by public service.

Outsiders not being able to do what they think they can is perfectly true, and Carter remains an example of that...but for some reason people want LBJ results without LBJ tactics, like the Voting Rights Acts magically pass themselves because it's that time in history.
