While I doubt it's possible for everyone to agree on a definition of art, I think it's certainly possible to have discussions of the form, "If we accept, for the sake of argument, that X is an acceptable definition of art, then we must conclude that Y and Z fall under this definition because reasons Q," or whatever.
Also possibly relevant to your interests—I stumbled on this essay by Donald Knuth a few weeks ago when I was fiddling with some thoughts on computer programming as an art. He spends a lot of time talking about the historical uses of the term "art," and how that use has changed over time—I thought it was pretty interesting.
